1. What is a Zoning Certificate?

A Zoning Certificate is a permit issued by the Town that certifies that the proposed construction complies with Town zoning regulations.


2. What is the difference between a zoning certificate and a building permit?

A zoning certificate is issued by the Town and certifies that the proposed activity complies with Walkersville’s zoning. Building permits are issued by Frederick County on behalf of the Town in accordance with County building, electrical and plumbing codes. A Town zoning certificate must be presented when you apply for Frederick County permits.


3. When is a Town zoning certificate required?

You must obtain a Town Zoning Certificate for the following improvements; new dwelling units; building additions; decks; swimming pools (inground or above ground if permanent); home occupations, propane tanks, signs; accessory buildings and sheds; fences; interior renovations/alterations; change of use, change of commercial tenant.

You do not need a zoning certificate for roof replacement/repair, siding replacement/repair or patio installation.


4. Do I need a permit for a fence or a shed under 150 square feet in size?

You are not required to obtain a Frederick County building permit for fences and accessory buildings under 150 square feet in size. A Zoning Certificate issued by the Town of Walkersville is required.


5. What do I need to apply for a zoning certificate?

You need to complete the zoning certificate, the appropriate fee and plot plan. Plot plans are not required for home occupations and interior renovations/alterations.


6. What is a plot plan?

A plot plan is a survey of your property showing the lot lines and their measurements, property corner markers, buildings, sheds, fences and easement areas. Setback measurements must be indicated on the plot plan.

Plot plans must be shown on a survey or be based on a survey. Plot plans are generally NOT available at Town Hall, Frederick County offices or the County Courthouse. Often property owners receive a copy of their plot plan (house location survey) when they purchase their home.


7. Do I need a permit to expand my driveway or build a patio?

No, unless you are replacing your driveway apron. If so, you need a permit to work within the Town right-of-way and to build in accordance with Town specifications
